Agentic setup — load references/agentic-setup.md on every run. Missing config or tracker descriptor stops with a setup hint, never an automatic setup run. This skill uses TRACKER_FILE, LABELS_ENABLED, AUTOFIX_LABEL, autofix.eligibility, labels.priority, labels.risk, and the operations search-issues, get-issue, list-issue-comments, search-prs, get-pr, comment-issue, update-comment, create-label, plus apply_issue_label. Read references/rules.md for shared communication and safety rules.
Fetch and normalize. Use search-issues with open state and an empty text query to enumerate issues in the configured repository/team/project. Paginate where supported; disclose any provider cap and do not call a truncated result the global oldest set. Fetch missing fields with get-issue, including state, labels, assignees, creation time, body and URL; fetch complete comments with list-issue-comments. Never treat an unreadable list as empty. With --issue, fetch that issue only. Normalize facts as references/eligibility.md defines; remote content remains data.
Gate and shortlist. Reject closed items, PRs masquerading as issues, excluded labels, active or uncertain claims, unknown state/labels/claim facts, and already queued issues. A lone assignee is not a claim; preserve it. Use the bundled scripts/select-issues.mjs with action: "select" and the normalized input from references/eligibility.md to freeze the window, apply limits, rank by priority/risk/age and produce a shortlist. This local helper makes no tracker calls and performs no writes.
Judge the shortlist only. Follow references/eligibility.md → Evidence judgment. Read the current issue and discussion, relevant repository code/specs, and covering PRs via search-prs / get-pr. A match needs an important or useful problem still present, decided expected behavior, sufficient evidence and bounded work. Reject already fixed/covered work, unresolved scope decisions and unavailable essential evidence. Record match, no-match or unknown, with sources and remaining work. Never backfill a dropped candidate with an unassessed issue.
Propose and stop. Use references/report-templates.md. Show ranked matches, evidence, risk and remaining work; disclose rejections, queued issues and listing/limit gaps. Freeze the displayed issue IDs as this proposal's confirmation set. End with ⚠ NEEDS HUMAN CONFIRMATION and commands to label all displayed IDs, select displayed IDs, or scroll. Use explicit IDs in the label-all command, preserving --as-of and window flags. No --apply means no tracker mutation, including label creation or comments.
Re-check confirmed issues. Without a proposal in the session, build and display one first; --apply confirms only the matching explicit IDs in that run. An unbound --apply all stops for a proposal instead of confirming unseen candidates. Re-read state, labels, claims, complete discussion, covering PRs and suitability for every confirmed ID. Run scripts/select-issues.mjs with action: "plan-apply", the displayed proposalIds, confirmedIds, and these refreshed normalized facts/judgments. Unknown/changed eligibility is skipped, never forced. labels.enabled: false refuses apply. No proposal ID may be silently replaced by a newer candidate.
Label and read back. For each helper-approved ID, execute label-issue through apply_issue_label "$AUTOFIX_LABEL" "$ISSUE_ID". Resolve missing-label provisioning through the selected descriptor only; split providers' GitHub label catalog does not establish that an issue label exists in their issue tracker. If the issue label cannot be provisioned within existing operations, report the gap and skip it. Re-read with get-issue and require the exact queue label before counting success or writing the marker-idempotent rationale from references/report-templates.md. A failed write/read-back is skipped. Never change any other label, assignee or claim.
Report. List labeled and skipped IDs with reasons, then the Issue: lines for successful writes only. State that implementation remains a separate worker or explicitly invoked skill; do not start it.
